Building Resilience into Risk Management

BRIM is a network of organisations dedicated to leading thinking in how resilience can be built into environmental management.

Our mission


Resilient and resistant measures have been proved to reduce the effect of catastrophe impact on environmental, economic and social systems. Overall, the benefit of these measures is poorly understood in practice due to the high interdependencies between complex engineered systems, such as cities, transport networks and energy supply.

As a result, there is not a clear understand on which measures successfully provided added protection to properties (commercial and residential) and infrastructure, especially under emerging and unforeseen threats. BRIM engages the community to present working examples of resistance and resilient features for a range of catastrophe events. Advantages and risks of measures adopted are highlighted through the case studies presented to identify working solutions, enhance future practice and encourage resistance measure uptake. 

Our focus

To build resilience into risk management by identifying and strengthening the weakest links, enhancing overall system resilience, minimising impacts and consequences and enabling the system to recover, adapt and evolve.

Risk measurement 1

Single risk focus. Reactive management actions may overlook impact of multiple hazards when identifying required resilient and resistant measures.

Risk measurement 3

Lack of continuous monitoring. Increased variability within existing systems due to underlying trends (climate change) require continuous monitoring for the detection of shifts in frequency, duration and impact of unforeseen extreme events.

Short term security. Long term planning is required to ensure resilient and resistance measures are effective under a changing environment.

Assume static equilibrium. Management strategies assuming resilience and resistance measures should provide static equilibriums overlook the inherent system variability.

The risks

Examples of recent catastrophic disasters that could have benefitted from better resilience include:


  • 2013-14 UK winter flooding (costing an estimated £1.3bn)
  • Fukushima Daiichi nuclear power plant accident (costing an estimated £82bn)
  • Deepwater Horizon oil spill (costing an estimated £50bn - subscription required)
  • Hurricane Sandy (costing an estimated £53bn)

The impacts of these all reach well beyond the immediate, direct structural, environmental, financial and health risks. In a complex system, a localised initial failure may quickly spread to other systems and create 'hyper-risks' or 'networked risks' through 'networks of networks', and cause unpredictable failures in other economic or social networks.

Cockermouth history


Cockermouth is a small town in Cumbria in the North-West of England at the confluence of the River Cocker as it flows into the River Derwent. In 2009 and 2015, Cockermouth suffered devastating floods as both the Cocker and the Derwent burst their banks.

In 2009, the town was one of the worst flood-hit areas in the country with an estimated 900 properties and 1,400 people affected.

According to Cumbria County Council, the county's tourism businesses lost an estimated £2.5m due to the floods. Following these floods, the Environment Agency built walls, embankments and flood gates along the Cocker and Derwent. However, these defences were not enough to stop further flooding in 2015, when Storm Desmond overwhelmed defences in a number of places. These floods affected a total of 466 properties.

Members of the BRIM network have been working with people in Cockermouth to assess flooding risk and advise on flood defence measures to counteract the dangers from the Cocker and Derwent.
